The core of Estidama is the Pearl Rating System (PRS), a framework for evaluating and rating the sustainability of buildings, villas, and communities. It covers various aspects of sustainability, including energy, water, materials, and innovation.

The Pearl Rating System has three main categories:

• Pearl Building Rating System (PBRS): For new building construction.

• Pearl Community Rating System (PCRS): For large-scale community developments.
• Pearl Villa Rating System (PVRS): Specifically for villas and residential projects.

​Projects are awarded Pearls, ranging from 1 to 5, based on their adherence to sustainability criteria. A higher number of Pearls indicates a higher level of sustainability. Government buildings in Abu Dhabi are required to achieve at least a 2 Pearl rating, while private developments are encouraged to achieve similar or higher ratings.

Estidama is mandatory for all new developments in Abu Dhabi, including public and private sector projects. The Department of Municipalities and Transport (DMT) oversees compliance with the Pearl Rating System.
